EASA have revised their AD that grounded the Blaniks in 2010/2011. It now
also explicitly states the Aircraft Industries/Blanik Ltd. modification is
considered a terminating action for the AD (i.e.: modify it and you can fly
it).

I may be wrong on this but the revision has to be approved by the FAA and this has not been done yet to my understanding...

You're not wrong. The AD has been approved by EASA because the TC-holder is
based in the European Union. I would expect the FAA to make a decision for
the US aircraft only after the original AD had been approved (by EASA).
